Removes [xmldom](https://github.com/xmldom/xmldom). It's no longer used after updating ancestor dependency [html-encoder](https://github.com/odedshr/html-encoder). These dependencies need to be updated together.

Updates `html-encoder` from 2.0.6 to 2.1.2
